For The Base Plate Connection, Can you kindly explain the reinforcing in tension and shear it is not clear if the number of bars is the total number or per meter run, also the sketch do not modify to show the reinforcement to make it more clear.

The primary reinforcement should be in agreement with the ACI comments which specifies that it should consist of stirrups, ties, or hairpins placed as close as practicable to the anchor. Only reinforcement spaced less than 0.5 hef from the anchor centerline should be included as anchor reinforcement. So from the ACI description we understand that could be any as if it shown in figures below.

if this is the case, and the regular stirrups in any pedestal are not considered Primary, then why even by adding a shear lug the anchor bolt does not pass Interaction of tensile and shear forces? no matter how thick you input the shear lug the results will not change. There should be an option to change the shear lugs from square to circular.
