Is there any way in Staad pro to design slim floor beam SFB where the Slab floor rests on the lower flange
There is no way to apply the load from the slab on the bottom flange of the beam as beams are defined as line elements. You may account for any eccentric loading due to the slab on the beam, by applying a uniformly distributed moment on the beam and the beam design can account for such torsion.
what if i use T section from a beam and I change the Beta angle to 180 and I apply the load on the flange using uniform load d3 of the flange for both flange

The beam in your original picture seemed like a wide flange. More importantly even for a Tee, you are not applying load specifically to the bottom flange because a tee, or any other type of beam cross section, is still represented by a line element and you can only apply the load to the cross section as a whole and cannot specifically apply the load on one of the elements of that cross section.
On a different note,
Your member load syntax shows 1 UNI GY -4 0 0 0.05
If you need to apply the load for the entire length, you would need to change this to 1 UNI GY -4 0 10 0.05
