Is there a way to restrain a member in the direction of a local axis rather than a global coordinate direction?
It appears this was asked here but not answered:

So a work around would be to use "Dummy Members". I used a really large W-section with a fixed base (call is a "dummy column"). Then I rotated the dummy column so that the strong axis was orthogonal to the axis of the member that I wanted to restrain. I then released shear in the weak axis of my dummy member along with moment and torsion.
In Ram Elements, using a stub column rotated to the direction of the roller is the right idea, then release the member in axial or shear depending on how it was placed to achieve the desired freedom.
The same approach works in STAAD.Pro too, but "Inclined Supports" are intended for this purpose.
