when ever i design the same section with IS456+IS13920 1993 and the same section with IS 456+IS 13920 -2016 . the section fail in IS 456+IS 13920-2016 and passedin other code. it aways take bigger dimesion to pass but that much dimesion is not at all required for the same load.

The criteria for the codes are not same. There are many differences in those codes. Moreover 1993 version was related to detailing only where 2016 version covers design and detailing. There are some extra check for joint shear, relative strength etc. So, to satisfy those clauses the sizes need to be increased.
