There is an additional PERFORM ANALYSIS and CHANGE command after the load case 2 which can be taken out 
 You may want to check the property assignment for the member 174 as both YD and ZD has been specified as zeros.

 The reference load definition seem to be ok. You may want to check the notes in the analysis output file related to torsional irregularity checks with regards to the IS 1893-2016 code. I am not familiar with the specifics of that code but the output does list the specific clauses/tables and that should give you information on which criteria are being satisfied and which are not.
