I would like to know whether do I need to release a moment partially when i use bolted connection in steel beam - beam connection?
If yes, how many percentages of the moment shall be released?

Most engineers do pin the ends of beams with bolted shear connections.
In STAAD do I need to release the beam in MX, MY, and MZ from Specifications to make it pin? and what about KMX, KMY, and KMZ?
You would release MY and MZ. The MX is torsion for a member and so you should avoid releasing that. The KMX, KMY KMZ allows you to define rotational spring stiffness at the start/end of members but I have hardly seen anyone use those.

Can you also suggest me how much % of releases I shall adopt when I connect a C-Section with a similar C-Section and I section Web with an End Plate having 2 High Strength Bolts? The attached picture is for reference.

Will this be a Shear / Semi-Rigid?
For the connected channel which is in a rotated position, the local Y would be horizontal and local Z would be vertical. I would think the connection would be a shear connection when it comes to bending about the local Y (minor axis bending). The connection would however be able to carry moments when it comes to bending about it's local Z ( major axis bending). So I would not release the MZ in this case and would only release MY.
