Does RAM Concrete take into account strength of transverse reinforcement to act as confinement reinforcing to increase allowable column load?
I don't think so. Do you have a code reference for us to check?

According to the manual, for ACI 318-11 we did implement sections 21.6.4.3, 21.6.4.4 and 21.6.4.5. And in the ACI 318-14 notes it mentions that we updated this for ACI 318-14 Section 18.7.5.2.
