I tried to create reinforcement zone in mat foundation design but the staad foundation response is can't create reinforcement zone.
Why?
First check the displacement summary for any abnormal displacements. Subsequently make sure that you did the moment envelope generation and the Slab Design is completed. You may have to play with the reinforcement sizing and spacing. Try with a preferred zone reinforcement count of 1. If these do not help please upload the .sfa file. Last but not the least, please make sure that you are using the latest SFA ver 9.3.0.14
In fact we just released SFA version 9.4.0.20 and so you may download that one.

I am having similar issue with my mat foundation design. It is not generating zone reinforcement arrangement, it is giving the following warning"
10:43:27 [WARNING] A BAR ARRANGEMENT COULD NOT BE DETERMINED FOR ZONE 3 WITHIN THE CONSTRAINTS IMPOSED BY THE MINIMUM AND MAXIMUM SPACING OF REINFORCEMENT.SPECIFYING LESS STRINGENT LIMITS FOR THOSE TERMS COULD PRODUCE A SUCCESSFUL ARRANGEMENT.
I have used different minimum and maximum reinforcement constraint which are far less stringent but still getting the same warning.

We are not experiencing this error. Meaning, the reinforcement is being computed for various zones for all 4 layers - longitudinal top and bottom, transverse top and bottom.
We tested this using build 9.5.0.62. What version are you running this in?
I am using version 9.3.0.14
