Why is it that everytime I open a working staad model, my WT sections are always back to W and when I generate a dxf file, the WTs are Ws.
I am not able to replicate the issue. What is the version number of STAAD.Pro? If it is not the latest one (22.05.00.131), please upgrade to that one.
Please make sure that the T sections are specified in the input command file as shown next

this is how it looks like, it starts by just saying it is a Tee, but the model shows a W8x18 not a WT4x9. Staad version 22.04.00.40
The section is still a Tee section that is cut from a Wide Flange ( W8X18). The fact that the Properties - Whole Structure window shows the section as W8X18 Tee, confirms that it is a T section. Also the editor command shows member 121 to 124 as T section cut from W8X18. If it was a W section, the command would have been 121 TO 124 TABLE ST W8X18. Another way to verify that the section is a T section is by double clicking on the member and checking the section name as shown next
The fact that the software is graphically displaying the property as W8X18 as opposed to WT4X9 is definitely a display error and I will notify our development desk about it, but rest assured that the section is still a Tee section.
Also for the records Defect 975241is logged in our bug tracking system for this problem and this will be addressed in the software
Also worth noting is that when the section property changes from "WT_X_ Tee" to "W_X_ Tee" the section is incorrectly transferred through ISM as a wide flange shape.
The change appears to happen when the model is closed and re-opened, so the only work-around we have come up with is to re-assign the shape before exporting to ISM.
