My RAM Elements (13.3.1.124) was recently updated to (16.2.0.88 CONNECT Edition Update 2). When trying to open my existing files created in RAM Elements 13, I get an error popup box stating there was an error while converting model...please contact technical support. This happens when trying to open from within RAM Elements. I have seen an existing discussion of this topic but it provides no resolution for my situation. I have no other version of the software to try and open and save the file as a newer version. Is there a way around this?

If there are other machines in your office, you might see if they can open these files. If so, then they could open and save for you as a work-around. My other idea is that it has something to do with the file location. Try moving it to some local directory that you have full right to and then open it from there. The third possibility is that you need to Run Ram Elements "as administrator" right click option on the shortcut.
If none of that helps, create a BugReport and send that over.

I was using version 16.03.00.101 by the way, so updating to that might be the solution.
