Hello, 
 I can see 2 issues in your file. 
 1. You need to place "FLOOR DIAPHARGM" block after "Reference LOAD" definition block. 
 2. You should uncheck the accidental torsion in seismic definition, instead use DEC acc parameter in seismic load case to take care of torsion for IS189302016 part 1 code. 
 
 This will solve the issue.
