The RAM modeler requires cracked section factor for concrete beams. ACI 318 chapter 6 defines cracked section properties for beams in flexural and axial loads, there is no requirement for torsion cracked section properties so it is unclear what the analysis is considering based on this input in RAM.
Some users prefer to consider the beams highly cracked, this reduces torsion demand typically and forces the system to resist moments through another load path (assuming there is another). It's pretty common practice, especially for beam and girder systems. Note, in the Ram Concrete Analysis criteria you can choose to use the torsional cracked factors defined in modeler or override this with a percentage defined in criteria dialog itself.
