There are some modelling issues in your model. If you check for multiple structure you will get a long list.
basically the members are not broken at the intersections. So, you need to break them first and then you will be able to generate floor load. You may select all of them and try intersecting them with the following step.
Please note the program requires some closed panels to generate floor load. So, please review to check the availability of closed panel where you want to generate floor load.
