RAM Connection in Staad - Bolt shear ratio in beam-girder single plate connections

I am trying to verify a beam-girder single plate connection:

 

I don´t understand why RAM Connection considers this:

I understand that it calculates the bolt group capacity as the product of one boly shear capacity by the coeficient C, that i think it has to do with some kind of eccentricity of the loads.

I don´t know why it considers this eccentricity... i would have calculated this dividing shear in the 4 bolts and the same with T or C, and then calculating the resultant shear load by doing a vector sum of that 2.

I would say that the loads (T or C and Q) are applied in the center of gravity of the 4 bolts...

Tables 7-1..14 are the tables 7-1 to 7-14 from AISC Steel construction Manual... which gives values of C for different eccentricity values...
