I'm modeling a very simple 10" roof slab with some long-ish cantilevers (22" from edge of slab to face of wall).
For some reason, the Concept module of my RSS model insists on putting 6" or 12" anchored rebar around most of the slab's perimeter, top and bottom. I've tried to double the user reinforcement in these area, making the bars at least as long as the column strip boundaries, but Concept continues to add extra tiny anchored bars in the same location.
Am I missing a code provision that necessitates this, or is this some sort of quirky glitch?
Can I just ignore the tiny bars? (pleasesayyes, pleasesayyes...)

It has to do with the fact that the user bars can't get developed quickly enough. Since they are hooked and at the free edge I would try pulling back the ends of the strips slightly to avoid checking so close to the edge. It's discussed further here:
