Solution: Verify the program hasn't added loading sets that include "Balance" cases. If it has verify that in all Service and Sustained Service load combos that the coefficients are set to 1. Similarly, if the coefficient is 1.13 for the Initial Service Load set for all cases, ensure that the "transfer" conditions are set to 0.
