What does the mass density and frequency scale mean??

I am doing a dynamic analysis of an experimental work which include couple of lines I could not understand . Any one can explain what does those highlighted parts in the attached image mean?

  • I guess the RAM concept tag was by mistake, However, my post is related to dynamic seismic analysis of a building structure. I am following an experimental work and performing its simulation. The author mentioned the above mentioned assumption which I can not understand what it means so looking for someone to explain.

  • I have only ever heard that terminology used in reference to string vibration (like a guitar string). For a building structure, Young's modulus (E) ought to be that of the structural member materials (steel or concrete?) and the mass is based on the dead loads (and maybe also the live loads). But "frequency scale" I can't fathom in a building dynamic analysis, unless it's for scaling the response spectrum somehow.
