Here's what ought to happen:

Cyan - Section cut not ready to design, something is missing (view/update to confirm issue)
Yellow - ready to design
Green - program designed, passing
Orange - currently selected in View/Update (trumps all other colors while selected). Also used for section hinge identification.
Red - fails something, check Design Warnings for that section (trumps Blue)
Dark Blue - user assigned (either through assign manual reinforcement, Update Database, or Freeze Reinforcing)
