Discrepancy between Bottom Reinforcement provided by Reinforcement layer and Design Strip Layer

I am designing a basement mat foundation and found a discrepancy between the bottom reinforcement that RAM recommends.  There are significantly more bottom bars provided by the reinforcement layer (figure 1) than the design status layer (figure 2).  However, when "design flexural sections" is turned off in the design strip punching checks plan (figure 3), the reinforcement and design status bottom rebar are the same.   Is the flexural reinforcement from the punching checks plan later supplemented for by the mat rebar and not necessary when the design status recommendations are made? Should I go with the reinforcement prescribed by the reinforcement or design status layer?
