1. Whenever beam is split because of node insertion, beams with smaller length are failing in shear-Tcmax (Beam 42, 36 in below figure).
How to modify these members to pass the section without failure??

2. Also when there is discontinuity (Beam 17, 18) "sway" condition is becomes governing.

As per sketch shared by you, the column present in between these beams. refer snap,
if you design these small length beams, it might fail due to sway shear check. As this small beam is continuous beam of larger span beam, it might have attracted the more moment at right top location. Higher reinforcement with lesser span will create more shear force in the beam.
refer above snap from IS 13920-2016 (similar approach in ACI codes). Lesser the span higher would be the shear force.
Suggestion to pass the beam,
1. release Major axis moment at the end short beam and design it as Non-ducrtile
2. Increase concrete grade till is pass
3. convert two columns in to one long column and avoid small beam
refer BM diagram for DL and LL.
The beam marked above is acting as a Single beam due to vertical settlement of floating column. The small beam is acting as part of longer span beam. Due to high BM at left end of small beam, you will require more steel at top of beam. Higher the reinforcement with lesser span, more chances of sway shear failure in beam.I would suggest you remove the floating column if possible.

I defined that floating column with zero density to apply wind load for outward projected area. Marked beam should behave as single beam only.
Without that zero density column I cannot apply wind load for below "x" marked surfaces.
Understood your requirement. No need to do any changes in STAAD file. Please find attached video showing converting two beams into one beam by removing support in RCDC.hope it will resolve your problem.
