In RAM Frame, when I used a partially fixity for the columns bases via foundation springs, the frames still do not seem to be dragging any moment. Is there something specific about the way these springs need to be used?

You need to start with a fixed column base. If the column base in pinned, then the rotational foundation spring is meaningless.
