I am designing a steel structure where I need to model one beam sitting on top of another beam (parallel, i.e. bottom flange of top beam sitting on the top flange of of bottom beam for its full length). How to model this system. If I model them between same nodes and use offsets, would the load be transferred from the top beam to the bottom beam? Please Advise.

Yes, an offset will work in this case, and note that in STAAD.Pro loads are transferred through nodes, so I recommend to add intermediate nodes to the beams to ensure connectivity.
