In some cases, the program may add an additional bar for detailing purposes. For example, if a concrete beam is detailed with 4 shear legs, then the program will detail 4 top bars even if 3 bars are sufficient for capacity. When this occurred, the calculated moment capacity did not consider the additional bar that was added for detailing.
For seismic design, the additional bar was also not used to calculate the probable flexural strength (Mpr). This leads to an unconservative shear design of concrete beams of special moment frames.
