I want to introduce the earthquake vertical component as a percentage of dead load for UBC 1997 code. How Can I do that?

There is no direct way to generate vertical load for UBC 1997 code in STAAD. But there is a workaround which you can adopt. The steps are as follows.

1. Create a copy of the STAAD file.

2. Create a primary load case with all the loads which will comprise the seismic weight of the structure. Generally dead+ certain percentage live load as per the code is to be used in the primary load

3. Provide pinned support to all the nodes in the structure.

4. Run the model.

5. Generate reaction table for all the pinned supports for that particular load case in post processing mode.

6. Copy paste the table in excel.

7. Manually calculate the seismic coefficient as per code and multiply that with the reactions in Excel.

8. Now put back all those values as nodal load in original STAAD file.

Using this process, you can indirectly create vertical seismic load in your model.
