Please refer to attach snapshot , where create tab is disabled. How to enable it to start creating the model?

In the snap you shared there is a field call LOCATION just under the file name. Use the browse button and choose  folder where you want to create the STAAD model and then only the create button will be activated. You can also paste a folder path directly in that field.
