can you provide more details where you want to install ORD to? Windows version, whether they are fully updated, if any domain or company restrictions are applied etc.

The error number is typically mentioned in relation with corrupted NET Framework and in such case NET Framework repair tool is recommended to use. On the other hand, I saw this error only when Windows Sandbox is used, and in this case, it does not looks like NET Framework error.
