I am not sure if this is the problem that was addressed, but
When I set a TX in custom operations in the xin file, it defaults to a scaling for 50 scale text.
When I take it out, then it defaults to a 1
the biggest thing is that it doesn't remain text, it becomes a cell, and I can only edit it with the processor.
Does anyone know how how to set the attibute custom operations so that it becomes text at right size and is not a cell?

Under Tools > Survey Options > General, do you have the option toggled on at the bottom for "Include Custom Operations, Symbols and Cells in Single Cell"? You can check the Help for a detailed explanation to what this option does, but it essentially places the display from Custom Operations, Symbols and cells in a cell so it can be manipulated as one cell in CAD.

Hi Chris,
Your previous suggestion works woth Inroads, but when I use the xin file saved with the option checked off.
The imported field data attributes in openroads acts like it is turned on so that is a cell called NULL. I need to be able to scale this with the annotation scale command to be able to import files of 20 and 50 scale mostly.
