That is the context tool box that is part of the SS3 releases of the civil products. The wiki article below details how to disable it.

I have no experience with GeoPak Road, so I am not able to provide you more than general advice to check if a GeoPak Road preferences or configuration contain the popup menu display setting.

You can also try to switch off Markers switch in View Attributes, but it's MicroStation switch so I don't know if GeoPak Road will reflect this setting.

Hi,

the popup doesn't come from MicroStation, so it's probably not possible to switch it off using MicroStation configuration.

Do you use some other application? It looks like some civil app.
