We did find a problem where the program assigned "Settings" instead of copying in the correct settings from the DGNLIB. This was filed as Defect 132286, and the fix will be available in the next Maintenance Release.

As a workaround, you should be able to do the following:
1.) cut and paste the "GDOT" settings from your DGNLIB into the current DGN file.
2.) switch to the Survey tab in the Project Explorer and right-click on the Model and select Properties. Then choose the "GDOT" settings as the Current Settings for the model.
3.) switch back to the Civil Standards tab and delete the "Settings" now that it is not the Current Settings.
