When importing an alignment with General Geometry Import, from a .gpk, one of my advanced users is getting a message stating "Horzontal contains too many elements for civil rule creation." What does this mean and what are the impacts?

The Civl Rules are when civil geometry rules have been assigned to elements. The screen shot below shows the civil geometry rules that can be manipulated.
An element with no civil rules will show as below, it can be used forOpenRoads design, corridors, linear templates, etc but the geometry can't be manipulated.

Okay, while import you may consider unchecking the option 'Create Civil Rules'
