This sequence crashes MicroStation every time in any file on any computer I've tried.

I was able to re-create the problem you have reported, yes. ... try this as a work around!
1. Use the select tool to highlight the tangent bearing angle of the first element you want to begin the arc.Copy the angle using, CNTL C
2. Use Civil Tools >Horizontal Geometry >Arc to Element tool
a. Select the element tangent line to LAND on
b. set or lock the offset to zero
c. Toggle to the End Tangent Method
d. Paste the angle from step 2 CNTR V , enter to lock
e. snap to the BEGIN point of the ARC
f. Trim back

As you suspected:
Because of the way Civil Geometry is "ruled" at creation only the landing point will remain tangent. The arc begin point and tangent bearing is ruled when it is locked in from the paste routine.
Another solution and not: The Arc between Elements tools is sucessful if the angle between elements is acute, less than 90 degrees. If it is more it defaults to a clockwise angle. When sucessful the ARC will allow both tangent bearings to vary .
