OpenRoads (Geopak SS4) - Trying to create an ICM crashes the program

I am trying to create an ICM from a corridor and I cannot because the program crashes before the ICM is complete.  I would like to create the ICM so that I can import into Trimble Business Center.

Steps I took to create the ICM....

1. Create a terrain model from existing .tin file.

2. Create an alignment and profile.

3. Create a corridor.dgn file and reference terrain model and aligment and profile files.

4. Create a corridor using a DOT supplied template.

5. Use the Create ICM tool under the Model Interoperability task

6. Select the option to Include Design Models

7. The process starts but then immediately the error dialog pops up

Then MicroStation\Geopak SS4 crashes or closes.  Am I going this correctly or have I missed a step.
