GEOPAK-WORKING IN A LOCAL COORDINATE SYSTEM

Hello, 
 I am using Power Geopak V8i SS2. 
 I am provided localized coordinates, points, elevations, geometry, base point and combined scale factor. I would like to work in the local coordinate system rather than convert since this is a roadway project. I am familiar with the workflows in Civil 3D to work in local coordinate system but not sure how this works in Geopak. In Geopak the same approach does not give me favorable results. It appears I have to create a custom coordinate system but seems like the long way around. Can someone direct me to a white paper on how to work in a Local Coordinate System in Geopak?

You can use Geopak >Survey Project Manager>Geometry>Conversion>Geodetic then click on Geographic Coordinate Systems>Select in order to choose you local coordinates system, the dialog box Select Geodetic Data will allow you select the Source of Coordinate Systems and the model where it will project the coordinates.
