New inroads version not loading features from Cadd standards workspace

Im running power Inroads version 08.11.09.788 on a clean install of windows 7.  I need to Inroads to recognize the Cadd Standards Workspace tools provided by the state transportation office so I can use them in my workflow.  The Cadd standards workspace supports Bentley InRoads Version 08.11.07.xxx.  I would downgrade but the student server didnt give me the option to download a previous version.  Are there any methods to getting the add in application to run within the new version of Inroads?

    The SS4 version of InRoads (08.11.09.788) is significantly different from the SS2 version (08.11.07.xxx). It is unlikely that the SS2 workspace will be compatible with SS4. Workspaces are generally customized with specific paths to products and locations of files which will also differ from version to version. When you move to different versions, you must rebuild the workspaces for that version. Because the SS4 workflows differ greatly from those in SS2, I recommend that you check with your instructor to make sure that SS4 workflows are compatible with the course content.
