When a user has the template library dialogue open it effectively locks the interaction with all other commands, specifically Microstation. You can not click on, use, or measure anything on the screen. This was not like this in SS2. Is there any reason for this behavior? It makes it much more difficult to develop templates when you can't measure things in Microstation.
