SS4 Geopak - Additional references attaching automatically when Civil linework is manupulated

We have a design drawing that is 2D and an alignment drawing that has both 2D and 3D models. Alignment drawing is referenced into design drawing, and some of the Civil linework in the design drawing is dependent on alignment reference.

 Everything seems to work fine as long as the design drawing is 2D. There are some actions that will automatically create a 3D model inside of the design drawing (like, copying certain elements out of a reference seems to do that). Once the 3D model exists within the design drawing, it attaches alignment drawing into a 3D model every time a Civil element is moved, modified or manipulated. For example, I could type in a different radius for a curve, and in the Message Center I could see that a new alignment drawing has been attached to the 3D model.This means that we will have hundreds (or thousands) of alignment files referenced into the 3D model by the time we are done with the design drawing. Is this intended behavior of Microstation? Deleting the alignment references seems to delete the Civil Rules of the elements in 2D model.

 If this is intended, is there a way to prevent the 3D model being created automatically for certain files, is there a way to lock the file to be 2D-only?
