Reprojecting of referenced corridor and alignment data gone wrong

I am trying to build up a project that crosses many state plane zones of California.  I wanted to reference in Zone 3 files into a host Zone 4 file.  I did so by using the Geographic tool. Found these instructions in bentley site: 

"To set the GCS in attached references, open the  Geographic Coordinate System dialog and click the "Set Geographic Coordinate System In Reference Attachments""

It seemed to have worked for one reference. But for another reference it brought some of the geometry to the new coordinate system and left some behind un-transposed. 

Very strange.  In fact, when I select some objects from the reference it highlights geometry in both places--the objects seem to be part in one zone and part in another.  

When I went back to the original DGN that I'd referenced in, the model file showed the geometry split in these two zones in the same way.  So I have pushed this problem back into the original file.

    I realized that I was going wrong by using the “Reference From” or “Reference To,” since that was changing the original data.  I realized that the prompt in the reference menu to Orient: Geographic-reprojected was what I really needed.
     
    Just the same, I’m getting a situation where the reprojected reference is only getting some of the graphics into the new GCS.
     
    Here are the DGN’s.  Zone3 should be referenced into Zone 4.
     
    Attached you’ll find the files with nothing but graphics.  I removed civil elements.  The result is no better with just graphics.
