I wanted to reference in Zone 3 files into a host Zone 4 file. I did so by using the Geographic tool. Found these instructions in bentley site:

Please include detailed information on the files you are working in, the files you are referencing/projecting and the geographic coordinate systems you are setting for the references.  I am not aware of an issue you would run into with it altering the original information in a DGN that is referenced, so we would need to look at this issue.&lt;br /&gt;
