What are your Design File Working Units?

I use the FDOT seed files. My design file settings are above. I don't see anything there. I really need this resolved so please keep brainstorming!

You should be able to add it manually.

You should also be able to click Reset in the upper right of the dialog and it should reappear. There is no TIW because it uses a parser.

Clicking the reset button fixed it! Thanks again for the simple solution.

Is there a way to enter traverse data manually in GEOPAK? If you could start from two points with known coordinates, enter horizontal and vertical angles and distances and then adjust to a point with known coordinates at the end of the traverse it would be very useful.

This an example of the 2d traverse routine in geopak. Are you familiar with the command line syntax of classic cogo? The only adjustment available is compass rule. If you are running network or 3d traverse I would run it through Open Roads survey.
