How to convert from inroads dtm to IFC File

I have a question about how to convert an inroads dtm file to an IFC file to be used in BIM software.

Looking at the latest documentation from buildingSmart, who define IFCs, I cannot see anything for terrains defined as an IFC, so how can the IFC be created? Look through the specification here - www.buildingsmart-tech.org/.../html

The latest project that they are working is the specification of ifcAlignment (www.buildingsmart-tech.org/.../alignment)

Also, as BIM is a process, what do you mean by 'BIM Software'?
