For anyone else following this post, after much head scratching Wesley and I were able to isolate the problem. A fix has been put in place for the next product update. If you experience this issue and it is an impediment to you then contact me at Robert.Garrett@bentley.com. Jon.Smith@bentley.com can also help you. Jon might be especially useful to those in Europe since he is located in the UK and time zones will be better aligned.

I tried closing project explorer and I am still getting the error.

This is usually caused when close the dgn when project explorer is open
