I have done this in the past for one client workspace but it was so long ago I don't recall how I did it. Can someone point me to the steps?

From the Microstation menu, go to: Settings > Project Explorer. You'll see the Survey; Civil Standards; and Civil Model tabs set to False. Set them to True. However, if you're in IR Ss2, you won't see them, as I believe this functionality was introduced in Ss3 (Open Roads).
There are only two items in my list under Browsers - File and Links. I know I linked an XIN to a DGNLIB for Ss2. However, in the Items dialog box, there is a content management tab but my attempts to link it there are failing. I found it under InRoads Help > Civil Tools > Civil Geometry > Civil Geometry > Getting Started > Civil Geometry Content Management I'll let you know if I get this working...
Follow-up:
The message center reports the following when I tried linking in the Civil Geometry Content Management.
Some external item type libraries are missing. Data of those libraries will not be accessible.Missing external item type libraries: Ustn_CustomTool.01.00 Ustn_ElementParams.01.00 Bentley_Civil__Model_Geometry.03.00 Bentley_Civil__Model_Base.03.00 Bentley_Civil__Model_DesignStandards.03.00 Bentley_Civil__Model_ContentManagement.03.00 Bentley_Civil__Model_ProjectSettings.03.00 Bentley_Civil__Model_Geometry_ContentManagement.03.00 Bentley_Civil__Model_HydBaseSchema.03.00
Looking at an msdebug.txt file, a number of dll's that load all say version 2.0 and none say 3.0
I did find a few that were missing their path portion of the filename. Adding them has eliminated the message center messages, but the linking is still failing.
Apparently one has to link not only in each file, but also in each model. But it seems to stick so once done, you are good to go. Might need to make some special seed files...
