Geopak Alignment Input File Process

Question

It's has been a few years since I have processed an input file from an outside source. This particular input file is for a Geopak Alignment. It appears as if they just did a chain describe and saved it as an output file. Below is a copy of the file. I have renamed the file with the correct GPK and the extension with the correct format (user and input). When I load the input file and read it, it comes back with syntax errors on every line. This leads me to believe that I missed a step with the file for it to be read correctly or I need to tell my source that they have to do something different. Any help would be greatly appreciated. (Using Microstation SS3 with Geopak SS2)

what you have is a cogo output file with a chain description. if they have the gpk, you would have the chain. if they don't, you need the input file (usually with a namexxx.ioc where xxx is the gpk job number and oc is the operator code) 
otherwise, you can use the information from the chain description and store the alignment via cogo commands. 
note: the operator code must match what you use to log in cogo to be able to see the input file in the load dialog. 
make sure the preferences have the correct path to the locations of the files.
