I am new to OpenRoads technology and was wondering if there is a free Civil Cell Library that I can download. I am looking specifically for different ramp design civil cells (on and off ramps, gore area...). Thank you.

You can find an in-built civil cell library in OpenRoads itself. In the "Task Manager > Civil tools > Civil Cells" select "Place Civil Cell", from the "Place Civil Cell" dialog box, hit the browse button to access the Civil Cell library.
If you are looking for something specific, you can always create a new civil cell according to your requirements. Following link will help you create you own cells.

Purva, Actually I am aware of the default civil cell library in OpenRoads. I am looking exactly to a library similar to the one included in the link you posted above. I tried to download the library in the second ftp link but for some reason it's giving me error (the first link works). Did it work for you? were you able to download the cell library? if you did, is there anyway you can uploaded or send it to me please? thank you very much for your help.
