How do I import an external civil cell (DGNLib file) into my civil cell library? I copied and pasted the file to my default civil cell folder (C:\ProgramData\Bentley\MicroStation V8i (SELECTseries)\WorkSpace\Projects\Examples\Bentley-Civil-Imperial\dgnlib\Civil_Cells) but it’s not working. When I browse to my civil cell library (Civil Cell/Place Civil Cell), the new cell doesn’t show in the list.

Are you using the Bentley-Civil-Imperial workspace? If so, double check the pcf to make sure is using *.dgnlib at the end of the CIVIL_CIVILCELLDGNLIBLIST definition. If you're using a custom or organizational workspace, make sure CIVIL_CIVILCELLDGNLIBLIST is defined and that no other CIVIL_CIVILCELLDGNLIBLIST is defined elsewhere that may be overriding it to a different location.
Im running a custom workspace in PW, I cannot get the civil cell I created (my first) to show up with the canned civil cells. I put the dgnlib in the location defined in the configuration CIVIL_CIVILCELLDGNLIBLIST.
