You put me in the right direction. It seems there was a lock file named "nlcs_xin.LCK"

What Purva mentioned is my first guess as well. Check the permissions on your current XIN. You need Read-Write permissions to use the Copy Preferences tool. If you have Read-Only it won't work. If your XIN is part of your Workspace and defined by a Config Variable, make sure you have full access to that XIN.
