Single Offset Partial not working Civil Cell

Hi,

I'm using Single Offset Partial in the construction of a Civil Cell. If I use "Lock To Start" the element gets selected when I create the Civil Cell, but if I use "Start Distance" the element is not selected when creating the cell. Anyone know why? I'm I doing something wrong here? When I move the reference elements (two crossing lines) everything updates nicely, but when I create the Civil Cell it doesn't work.
