The Descartes product available with Open Roads Ss4, is not a "free" license in the way that Map is with InRoads. Once you Load Descartes one time, after 30 days, you may find yourself being billed for a quarterly use of the product if you continue to use it.

Per the post above you should have Descartes if you are using SS4 of the Civil Products. Creating a Scalable Terrain and then making that a Civil Terrain by assigning it an feature definition is the preferred method. Then you can export the Civil Terrain back to native GEOPAK TIN or InRoads DTM.

I have been doing this using Bentley Map. Using the DTM toolbar currently to create a .dat file from a .shp contour map, then the .dat is converted to .tin which is then used to display contours. I have the Civil Design package, which has stuff on the tasks bar but I don't know anything about how to utilize those tools, this sounds like an area where I would expect to find the type of tool I am looking for though. I also have GEOPAK survey and other stuff. I'm a little new and haven't learned much about many of these but am open figuring any out.

Do you have Descartes? You can convert your LAS file to a Point Cloud and in Descartes create an STM file and then create your TIN. Attached are 2 more WIKI post you can look at.

Would you be able to provide further details as to the tools you are using for this operation. From what you are describing this could be a workflow being performed within one of Bentley's Civil Design software packages or possibly even the Point Clouds tools. Once this is clarified we can then assign your query to the most appropriate forum.
