Use the Deactivate Reference Rules command to deactivate reference rules on selected elements. Reference rules are elements upon which the chosen element is dependant, thus a curve between elements depends on the two other elements that define it. This command allows deactivating the rules for those other elements

I do have the disable handles active and I can edit other elements.

Can you edit other elements? If you can't edit any elements, it is likely that in the selection tool settings, "disable handles" is active. It needs to be deactivated to edit elements.

On the other hand, it does sort of sound like you can edit other elements, but just not this one. In that case, I have no further advice.

That helps Nico thanks! Just one question what is the difference between Lock - Deactivate Rule and Lock - Deactivate Referencing Rules either way I can't edit the element? There doesn't seem the be a difference between the two.
