I am working in a managed workspace with MicroStation Ss3 and InRoads Ss4. The interface supplies MicroStation Help and InRoads Help, but I do not see any locations where the Help is for the Open Roads tools. I even tried turning on Help Tracking but nothing opened unless it was a 100% MicroStation tool.
It is located under the Tasks > Civil Tools > OpenRoads Help. See this article for some screenshots of the location:
